Izuku has the consciousnesses of Madara Uchiha, Itachi Uchiha, Might Gai, Hashirama Senju, Minato Namikaze and Naruto Uzumaki and Chakra instead of a Quirk. he will also have Sharingan, Mangekyo Sharingan, and Rinnegan
Abilities: Superhuman Physical Characteristics, Taijutsu Expert (Has mastered the Strong Fist and is a natural in Drunken Fist style), Statistics Amplification (Via 8 gates), can adhere to walls or walk on water. Most notable ninjutsu he has is rasengan, flying raijin, fire style, some wind style, wood style, edo tensei, water style, yin and yang, six paths power as well as all Rinnegan Abilities. Mangekyo Sharingan allows him to use Tsukuyomi, Kotoamatsukami, Amaterasu, and susano'o.
Personality: after he is bullied and abused he begins to take after the shinobi that live within his mindscape. Izuku now yearns for world peace and will do anything to achieve it just like Madara (but he wants the peace to come through free will) and is extremely aware of everything in his vicinity, he embodies Itachi's wisdom and sacrifice, despite izuku's goofy side he has shown to be serious ruthless and decisive where it is needed, he is also kind and loyal to a fault like Hashirama, very respectful of all opposition he faces like Minato, extraordinarily unpredictable in combat and able to come up with strategies that sound stupid but work very well like Naruto.
