This is Zenith and he is a time traveler that came from the Victorian Age into what is basically the future for them. (Aka. now.) He works as a police officer to make sure that nobody knows, luckily people think his outfit is just a fashion statement. He will eventually date Kiosk Guy/Jay but since he's from the Victorian age, he doesn't really get why he feels that way at first.
