James is a hydra weapon
And Natalia is the red rooms weapon

Hope was trained in the red room until she was 7
When she turned 7 she was transferred to hydra for experiments
But something ended up going wrong!

When hope is 15 she escapes Hydra

When she turns 17 she makes it her goal to find her parents
Natasha and Bucky
