first encounter

"Naruto uzumaki the hokage requests you in the council chamber" a boy who is around 9 years of age was thoroughly confused he had no idea why the leader of the village wished to see him

But in the end it didn't matter the man wearing a mask resembling a bear that had called him had already left he proceeded to grab his things he was in school after all he left shortly after he arrived in the council chamber when there, it was an understatement to say he was confused. The entire civilian council was there as was the hokage but that was it the elders and Shinobi council were absent so he assumed he wasn't in serious trouble...although the hokage looked tired and rather irritable it was obvious he had to pull another all nighter to do the paperwork he needed to

"Naruto uzumaki we are here to speak about your place in the academy" Naruto was confused he was pretty high up in the class Iruka had said so himself and you could read him like a book the confusion was clear " but Iruka sensei said I was close to the top of the class" Naruto responded making his confusion even more evident

The hokage seemed confused as well and looked at the civil council Naruto knew what this meant and it confused him even further although no one could tell.

A single member of this council spoke up naruto recognized her as the mother of Sakura Haruno one of his classmates

"well while physically you could be arguably one of the strongest in your class" she spoke clear distain coating her voice "however your skills on paper are lacking" this cleared up some of Naruto's confusion but he still had two questions

"before you continue Mrs.haruno  if this is about my grades in the academy should the Shinobi council not be hear after all aren't they in charge of the academy curriculum" before a councilor could answer the hokage did "well they at one point were however the load became to large on them after all they are all clan heads as well and after we gave civilians controll over the academy" Naruto was silent before asking another question "well how did they call the meeting isn't it that only you and the Shinobi council can" "well at one point yes but the civil council believed it was unfair they didn't have the same power as the Shinobi council so they asked for a vote and they ended up winning" Naruto stood there in shock before asking the hokage a question like how an adult would speak to a young child while giving him a look that made the hokage feel like an idiot

"Hokage sama....what is the full name of the academy and.... why was it built" "the hokage feeling like an idiot already answered not wanting to look any dumber "well Naruto it is the shinobi training academy and it was made to train future Shinobi why?" Naruto kept up the same look "so if Shinobi...are our military...why are civilians...people who have in some cases no clew what a Shinobi can do... leading a school of Shinobi" everyone was silent then he dropped one more bomb"and besides that the civil council was made by the second hokage to give vital information on what civilians needed during war times an example being rations so why are you giving them power that they shouldn't have in a time where they shouldn't be active"

Everyone fell silent "and if the Shinobi council was really overwhelmed why not you take up the spot of leading the academy as a man who fought in the second and third Shinobi war it would be the best course of action or if you are to be overwhelmed as well why not give it to the elders who are retired Shinobi who also fought in the verry same wars as you."

Everyone was silent before the hokage sent Naruto back to his class it was clear by what Naruto said he wasn't failing if anything for a nine year old to be able to speak politics like that it proved he was far above some adults in the category of intelligence.
