A prison outbreak happened all over town because of a mass supervillain, after so many heroes quit because there weren't any dangerous villains to fight. They ended up quitting, the reason being, they finally realized they wouldn't win or were captured. Many heroes made an oath not to come back unless the world was about to end. They wanted to live a normal life. So, the only ones who can fight these villains and bring the heroes back are Sappy and Endoreum.
(Btw I wrote this when I was eleven so it's not gonna be great.)
