Board meeting is the right name. Board. Suits an egos, not a smile that isn't painted on or an opinion that isn't so safe as to be completely pointless. It's as if everyone's colluding on how to have the most un-fun experience possible.
Is it obvious Shouto hates it here.At least today there's electricity in the air, the kind that brings a lightening of spirit. The usual muttering is cast aside by borderline frantic chatter. The attack was merely a few hours ago but Endeavour seems intent on having a meeting as soon as possible. Todoroki doesn't blame him. There's no rhyme or reason to it. No clear leader, purpose or achievement. The villains operation appears pointless. That doesn't even begin on the random agency shut down protocol, or the outcome of what his father found on the roof.
On that note, Todoroki deliberately avoids eye contact with his father as he lowers himself into his assigned seat. Instead, he catches Bakugou's glare down and across the unnecessarily gigantic table, almost chuckling as the fact the blonde has been seated the furthest possible place from him. Obviously, Bakugou is openly broadcasting how he doesn't want to be here, arms crossed and face set in a deep scowl. Shouto feels for him, they're both exhausted. He at least managed to change clothes after sending Eijiro off...
"Well, well."
Todoroki turns at the voice, recognising it. A familiar figure slumps down in the chair next to him. A distinct sound of rustling feathers, few brushing against his shoulder.
Hawks.
The man looks as cool as ever, eyes bright yet sly as he looks over Shouto's form. Todoroki's not even sure why the Pro-Hero is here; this is an agency meeting. Rules must not apply to him, apparently.
"Ah, good afternoon." Todoroki starts a little awkwardly. He always feels that's way around Hawks, though. From the constant flirting at his father to whatever happened with Touya - and that weird moment at last year's Christmas party where him and Natsuo disappeared for a couple hours...
He can't help but feel like he's next.The man smirks at him, eyes briefly flicking over his shoulder.
"Seems you're in a bit of hot water as of late.."
Todoroki keeps his expression neutral. He's well aware of Hawk's tactics; it's only to get a reaction out of him.
"It'll pass." He replies, steadily.
"Ofcourse... I didn't quite expect you to swing that way, though." Hawks says offhandedly, yet keenly observing Todoroki's face. He's not quite sure what to say to that without revealing anything, so he simply stares blankly.
"I mean, men isn't that farfetched but I didn't think it would be the blonde ones..." A coy grin creeps across the other's face as he winks.
"My fault for assuming it would be a darker shade..." Hawks continues, eyes again briefly flicking over his shoulder. He twitches at the comment.
What does Hawks know?
Brushing the thought aside, he begins to turn – curious at what Hawks keeps looking at.
"Ah, don't move – you have something in your hair."
Todoroki stills mid-action as Hawks reaches up. His fingers are curiously gentle as they glide through a patch of red. Todoroki's not entirely sure what expression he's making but Hawk's seems to hesitate for moment, staring with a strange intensity.Something snaps loudly behind him.
Before he gets to investigate, his father rises from his own seat and the meeting finally begins.

The meeting is long and tedious, as expected. To make matters worse, Todoroki's phone died a mere half an hour into it. He blames Eijiro – he wanted to use it as a torch earlier...
He listens to the unrelenting onslaught of information and fine details. Then he gives a recount of his own experience, mentioning his thought process behind the sudden quakes. Endeavour adds that no one was found upon the roof, however, not only did the quakes stop after - but there were also clear signs of activity. Everyone adds their own deductions yet inevitably there are hundreds, if not thousands of villains with quirks capable of rocking the building.
Todoroki eventually gets to a point where he swears this whole thing could be an email.Until-
"A key body has been identified. Currently they are comatose, hence why information is limited." Endeavour noticeably hesitates, then carries on.
"Himiko Toga."
Todoroki straightens, shocked. He definitely didn't see her this morning.
"As many may know, she is affiliated with the former group, League of Villians. Her quirk allows her to take the physical form of another person, as well as imitate their voice from ingesting the blood of that person."
A chorus of muttering dominates the room..
"Does this mean the League of Villains is reformed? Or the Paranormal Liberation Front?" Hawks pipes up, not concealing his concern.
"There were no others affiliated there. It's assumed she was in a different physical form whilst fighting as no one recognised her."The uneasy mutterings grow louder as people start to look at each other worriedly. Todoroki sneaks a glance at Bakugou. They match eyes almost immediately, drawn together like magnets. He twitches his brow and the blonde shrugs in response, almost exasperated. He feels the same, nothing makes sense. Todoroki runs a hand through his hair, but the tangled thought don't pass with it. Looking at Katsuki again, the other does a motion with his hand, twirling a finger next to his temple.
Ah, Izuku.
Todoroki nods. He should talk to Izuku. That man always tends to get wrapped up in everything he shouldn't."Hawks, do you mind if I borrow your phone?"
"Aren't you forward."
"Mine's died."
"Nice excuse, I'll call you later."
"I'm being serious-"Distantly, something cracks...
