You were traveling to the sea kingdom for your own reasons and you have arrived at the summer palace where you decided to visit the new gardens that were being grown in miniature tidepools where a seawing was tending to the garden.

During the war (or after), many seawing mercenaries or dragons had turned to piracy which has been becoming a bit of a problem for the seawing kingdom. General Shark has been sending soliders to arrest all pirates, but to no avail. The most slippery of the pirates are the Black Seaweed crew. You have went to the seawing kingdom to get away from the war (and if it's after, then you're visiting the kingdom for sightseeing) and had stopped at a tavren to rest for the night. There are wanted posters scattered across the walls with portraits of all the wanted pirates with some with large reward money attached to them.
As you were sitting at a table, enjoying whatever thing you had ordered, you seem to notice a seawing that looked striking familiar to one of the posters that had the portrait of the Black Seaweed captain, Shearwater. The dragon was at her own table, enjoying her own order.
