Villain and Hero but with ultimates and powers

Context:

Villains are basically criminals but with superpowers (and they have a ultimate which gives them powers based on the ultimate)

Heroes are basically the ones tryna put the villains in prison (aka the supermax aka not stolen from super crooks) (and they have a ultimate which gives them powers based on the ultimate)

Civilians are peasants who watch all this sh!t happen or: are soon to be hero or villain!

Story context or smt:

There is a organization of supervillains (Supervillains are villains but OP 👌)

Named (insert cool name) or just: the masterminds (if your bland)

Anyways

Story 1:

There is a group of super op villains and heroes tryna go destroy the super op group but they have been failing all raid attempts and just have only 1 very untrustworthy lead

Story 2:

There is a traitor among the hero group and it seems that the traitor has been figured out...or more...the traitor has nothing left to lose

Story 3:

The super op villains have come together and......surrendered to the super heroes?

All of a sudden...with no clear motive

Story 4:

The group of...or a single hero finally finds a lead on the leader or...more of the organization 

In a underground dungeon

And finds a surviving civilian who is...seem to be suffering and struggling in life

Story 5:

The big boss themselves have come to 1v1 with the most...powerful superhero 

And that would unluckily be you

Anyways uh

I recommend to have more than 1 oc in a story choice :)
