The seventh fallen human started going on a rampage and killed everyone after that they reseted and it was the same thing over... and over again
At the 10th resets, Sans decided to do something about
Sans decided to take the human souls with permission from Asgore obviously
But when he got there, he saw something unexpected, there was only dust, but the Souls are still there
Sans decided that it would be fine if he took the souls
... but The Human was already close to being in the judgement hall
