They are taking this because the Hero Department is and they might be moving from the Support Department to thr Hero Department.

Humanity is a disease. It worms its way into every inch of the earth and kills it. As a villian, I would want to show this, show that people are not what they seem.
Start by making a name for yourself. Small, petty crimes. Stealing, vandalism, ect. then work your way up to the second step. On the way, you can get weopons, as my quirk isn't meant for hero nor villian.
After making a name got yourself, get someone, possibly a fellow villain, to get you hacked into the giant advertisements up on display in cities. Tell them your villian name and follow your script.
" Greetings everyone! You may call me ×, and those 'heroes' you care SO much about, are a disease to the planet! They kill others that have a reason to fo what they do. Abused as a child and now your a villian? Well TO BAD! No one cares about that! How about you get smashed into the ground instead? " ect.
After that, start targeting heros and highly populated areas. Its easy, just think ahead. It's like exterminating, say.. pests?
But on how to defeat me? Well, why would I tell you my secrets when I've already told you my plan? Although, of course I won't be a villian. I have no true reason to, you have everything about me afterall. I'm sure you can put something together if you need to.
