Russia stood there, silent in shock, staring at America with a look that had concern written all over it.

"And what will you do if I say..no?"

Russia hesitated at that last part, he wasn't a good enough distance away to activate his ability and tie him up without being stopped and being this high up and already backed into a corner, there was no way he could've pulled off anything fast enough to get away from America.

America smiled and let out a sigh, no sign of hostility in body language brought him a non-verbal comfort.

"Oh you won't say no."

Russia felt a cold sweat run down his cheek and without thinking he tried to activate his ability, ropes of water spewed from his wrists as he lunged closer to the other male.
With a swift maneuver he was thrown over America's shoulder and launched into the air with America right under him, holding him tightly by the waist.

America leapt from building to building with incredible speed, Russia would have sworn he felt a subtle tighten in his grip on Russia's uniform shirt as he leapt, taking extra care to make sure his new 'item' didn't fall and break.

Russia didn't have time to protest and he wouldn't dare squirm or try to tie his kidnapper now as they were meters from the ground but it definitely didn't keep Russia from protesting verbally, spitting out a string of curses and frustrated grumbles, but just as he assumed, America didn't seem to care at all, the lack of emotion made Russia feel childish but who could blame him, he was swept off his feet and now hes being taken to some unknown location. Russia gave up, going as silent as America was throughout his entire rant, the only noise now being the distant chatter of people from the festival the two got further and further away from by the minute.

America seemed to be zoned out for a good while before speaking, "Comfortable?", of course Russia wasn't how could you find comfort in a situation like this?

"Not at all."

Russia snapped back not even seconds after America finished, only to be slowly dropped down off the others shoulder. Russia scrambled a bit, desperately trying to keep up on his shoulder as he slipped but the sense of security was restored once he was held up tightly again by America's arms, this time being held in a bridal style.

"Yeah I'd be too if I couldn't see this beautiful view"

America shot him a soft gaze for a millisecond before focusing forward once more.

Russia scowled at America, hoping he could feel the daggers of his icy stare on his neck, not sure if that was a comment towards himself or the city that America effortlessly leapt over.

Quiet enveloped the two, the festival lights were gone by now, as if the festival wasn't even going on, it felt uncomfortable.

"Were you the one that killed him?— I mean, the one I was on the case for, just yesterday morning."

Russia muttered, not like being any more quiet would save him from the sheer embarrassment of wanting to talk to this criminal.

"Ohh you caught me. I was, but I wouldn't have done it if I knew it was safe for that child. Even if you severed that man's arm, he would've pulled the trigger if I waited that extra second for you to wrap him in your webs. No hard feelings officer."

Russia furrowed his eyebrows and looked away, thinking about the incident. It was more of a long range issue but even so he was sure both would be able to live if he had his way.

"If we ever see that little kid again, I WILL make sure you apologize to the family and him, he didn't deserve to have human blood splattered on him"

Russia snaked his arms around America's neck, gripping his own wrist to keep himself secure.
