So, we can't clearly see it, but I'll try to explain : the J and the top of the heart create the french " I love " ( J'aime ), the top of the heart makes a MA ( my ), and the bottom of the heart is VILLE ( Town ). So, when LED are on, we can read I Love My Town ( J'aime ma ville ).
