The Ethics Committee and O5 command were both having a collective heart attack. Why? SCP-2578 was aiming at several higher-ups in the Fire Suppression Department.
But then they learned why.
The Ethics Committee was VERY mad that this unethical behavior slipped them by for so long. They instantly dispatched their MTF Team, Law's Left Hand to go deal with this.
And the O5's? They were also pissed. They were pissed because this had slipped them by for so long. Mentally healthy workers are a precious resource to the SCP Foundation, and torturing people is how you make unhappy and depressed workers.
So basically everyone in the Foundation was pissed off at the Fire Suppression Department, with Good Reason.

The Specter sighed. "You two, I'll sign my autograph AFTER THE RAID." He said, exasperated. He didn't expect that 1233 and Electrobab would both be massive fan boys of him.
Rosie chuckled.
"Easy boys, Easy." She said. "Enough fanboying over The Specter, more raiding the Fire Suppression Department with the help of Law's Left Hand."
"Right." Electrobab said. "They're gonna regret ever being born!"
"Let's do it!" 1233 said.
"Let us correct this misguided judgement of the law!"
Rosie got her sword and shield out.
Her traits were Kindess and Justice.
But she won't be kind.
She's gonna be just.

The raid on the Fire Suppression Department was indeed messy, with casualties on both sides.
Rosie carried another dead body out of the base. "God damn, the things these guys hid. Couldn't have done it without you guys." Rosie said.
"No problem." 1233 said. "I should get going now. Me and The Specter will be going now." He said.
Rosie sighed softly. Was this all worth it...? All the death and destruction?
Rosie sighed again. There would have to be a department that replaced the Fire Suppression Department and what they did.
The Fire Repression Department. And Rosie would oversee its creation.
