They glanced up, their mouth twisting as they watched Goofy hold up his hand. It wasn 't raining there in the valley, although a bit of rain resulting in not needing to water their garden would be nice.
And Goofy—
Goofy was off doing his own thing as if he hadn 't just said it was raining when it wasn't, heading straight for one of the ponds in the plaza while they stood there wondering if they should say anything to the enthusiastic creature.
Or not.
Because Goofy was Goofy, it made sense for Goofy, out of everyone living there in the valley, to burst out and say it was raining when it wasn 't. That's just how Goofy was, and it was more enjoyable to find his out-there comments amusing as he never meant harm from his actions and was always trying to help, be it bumbling as he did so.
Things wouldn 't be the same in the valley if Goofy weren't Goofy.
