The figure shown here shows the quality of living for the citizens of Earth. As you can see, after the power war, the Atlanteans start ransacking and crusading small towns, and then move onto bigger cities throughout April and May. Though, they called this act "Trading for the greater good." Atlanteans started to pick up the pace. Major cities (or metroplexes) like New York, Dubai, London, and Lagos, were taken over and rehabilitated to become more 'atlantean fitted'. After this happened, Aquaman became sick with an illness. He recovered though, but the empire weakened while this happened, citizens of Earth decided to take advantage of his absence and take back moderate cities like Frisco (Texas) and Chennai (Tamil Nadu). They didn't successfully take back the government but they created a place for refugees to hide and stay, and to have a trading place not constantly overviewed by Atlantean soldiers. The majority of items traded at the refugee cities were things you would be killed for if you sold them at legal trading places.
