Katsuki was telling everyone when and how to attack, he was basically making a plan.

They all attacked as they had planned, as it was night and they were not prepared, Katsuki and his men easily took everything under their control and when they entered, they surprisingly found Dev there. They kidnapped him too and then Katsuki informed Charlotte that Dev has been found.
Katsuki - Ma'am we have captured them and Dev is also here.

Charlotte - Look for Jennie, Jim and Ajey there.
Katsuki - Ma'am they are not here, we have searched everywhere.

Charlotte then went to Damien's room who was doing something in his room and then pointed a gun on him.

Charlotte - Damien, I need to pretend to be killing you as the man who's working with dev at my place has set cameras in here and if I don't, they'll kidnap you.
