The reason they have a uniform like Mitsuri is bc they joined when the pervy guy was around and due to their short, feminine build; they were given the same uniform as Mitsuri. Though when they saw the it was the wrong uniforms it decided to just go with it and wear it as they like.
They use Rain breathing, directly from Water breathing
