The Phantom Empire had a roadblock in the time since its fall. Some of the Choiarks and Saiarks remained loyal to Deep Mirror and left the ones who dissented to their own devices. The dissenters began wearing masks whose design resembles that of Madame Odius and her Super Sentai counterpart, Kyuemon. Calling themselves Noh Choiarks and Noh Saiarks on account of the design's origin being from Noh Theatre, they acted independently until an evil Cure named Cure Mori unified them into one evildoing force.

Cure Mori is the product of a scheme the Phantom Empire had no idea about. Cure Mori was born Ohaka Minami. She's a lolita wearing hazel eyed blonde and the keeper of Limona Cemetery as it is in my storyverse's Earth. She did her work without complaint until the Padgewurks attacked. The despair of the Cures that were trapped in the Pretty Cure Graveyard festered and created the Padgewurks, monsters who resemble plaid felt. They sought to finish the Pretty Cure hunt that Phantom started and turned Ohaka into Cure Mori during their pursuit of this end.

Cure Mori's fashion sense is a mix between Beetlejuice's and Puss in Boots's personification of Death himself, with elements of the Scream's mask added for good measure in matters regarding evildoing. According to her accounts, she carries a scythe that allows her to absorb energy and fire it back at her enemies. On top of that, she also knows a more powerful version of Eternal Gauge magic that allows her to use the abilities of anyone she sends to the Pretty Cure Graveyard. Her abilities have no apparent limit, and that led to the formation of an alliance between the Veteran Cures and Cure Teams that had recently rose to power in the Continental United States in particular. Cure Mori is also a sadist; she knew about the Cures that had been sent to the Pretty Cure Graveyard during the Happiness Charge era and that they fear the thought of returning.
