Bad Cop (Aiden Walker)
The main protagonist, the supposed last of 3650's clones. He is following the Combine's orders in an effort to discover what happened to his daughter, and ends up getting caught up in a major plot involving both the Combine and the Rebels looking for something very big.

Clone Cop
The central antagonist and Bad Cop's predecessor. He, like Bad Cop, was looking for information surrounding Aiden Walker's daughter, but betrayed the Combine after discovering something and was designated an anticitizen by the Combine. Bad Cop is tasked with apprehending him due to the danger he poses to the Combine as well as Judith Mossman.

Wilson
The deuteragonist, an obsolete Aperture Science turret that Bad Cop discovers. He helps Bad Cop escape the infested Aperture facility underneath Arbeit Communications and can be taken with the player for the rest of the game to open certain doors. In one of the endings' post-credits scene, he rescues Bad Cop from torture.

Radio Guy
A Resistance officer that can be heard throughout the game broadcasting various messages on the radio. He makes a physical appearance in the second and penultimate chapters of the game, and is eventually killed by Clone Cop.

Dr Mossman
A leading member of the Resistance searching for the Borealis.
She is eventually located and captured by Bad Cop.

A particular Combine Advisor that directly communicates and gives orders to Bad Cop throughout the game, and issues threats if he fails to fulfil the task to capture dr Mossman . At the end, the Advisor is revealed to be the true main antagonist of the game; they betray Bad Cop by revealing that they did not hold their part of the bargain (information on Aiden Walker's daughter) as well as their intention to wipe his memory. If Bad Cop attacks them in retaliation, they become an optional final boss in the game.
