• a fictional island city isolated from the US coast. At birth, children are either born with or without super or metahuman abilities that are watched, trained, and contained by the governing forces. Children born with specific abilities deemed to be helpful and more likely to result in positive enforcement are trained to serve as heroes. Children with abilities deemed too dangerous to monitor safely are considered villains, high-profile threats, and are ultimately raised for slaughter. After Halen Rone's takeover as leader of the city, he instated a law that all villain children were to be exterminated to combat the overpopulation of threats. Many chose to send their kids into hiding, while others offered them up for fear of being executed for their crime of harboring an active threat.
