Hanzo and Cassidy have always been enemies, that's just the way it's been. It started back in Overwatch. It's been a couple months since Winston brought everyone back together, and they haven't spoken to each other, not even glanced at each other. Until one day, Cassidy and Hanzo were assigned a mission together, and were not even speaking to each other. They were walking together, still not speaking, when suddenly Cassidy tripped and fell onto Hanzo making eye contact with him. Cassidy immediately got back up, clearly flustered. He mumbled an apology before continuing the mission.
