New Victoria is a mega metropolis split into five districts.
High Tower is under control of the superheroes where the wealthy and well off citizens reside. It acts like a gated community as crime is at an all time low. The heroes are held to a strict standard that if not met, the violators are cast out or imprisoned.
Florence is a relative calm place, though the district is ruled under an iron fist by the mafia families that rule the place. Public crime is nonexistence, but it is all hidden under the shadows.
Brookhaven A terrible place to live in. Gangs and criminals rule the place with violence and intimidation. Just stepping out of your home can lead you to being forced to join a gang to survive.
Liverpool is the largest of the district due to its relatively low crime rate, but it has spawned many antiheroes and vigilantes as official heroes are rare.
Nootral is a neutral zone in the center of the city where neither district has any real power. If one faction over steps, the others work together to destroy that foolish power.

Age: mid thirties Powers: None Abilities: Concerned Citizen has shown to have no superpowered abilities nor any special skills. Though how he has survived for so long, it is unknown. Apearence: CC has no costume nor equpimet. It is presumed that CC is just a man that had decided to take justice into his own hands. At most, they wear a janitor's jumpsuit and a hockey mask. They have a tool belt, but the most dangerous weaponry he has are pipe bombs and a crowbar.
