B: In this universe, after around half the population got quirks, the government in Europe and America all unbanned guns and gave each person over the age of 15 something known as a quirk gun. Whether the person had a quirk or not, living on the streets or a mansion, everyone got one. It allowed the citizens to settle arguments with each other without the chaos of uncontrollable quirks. This is where it gets complicated. Around the time this started, the quirk and quirkless war had just started in Japan. As a means of settling the dispute, Japanese government agents requested for the quirk guns to be legal in Asian countries. There were, however, not enough guns to provide all countries at that point of time. By the time there were enough guns, the war had gone on for 3 years. The war ended 3 months after the guns were distributed. Which allows the timeline to continue more or less to where it is now.
B: Now, onto how the guns work. The bullets are made to be specially made so that no one else can use them. Think of it sort of like a DNA recogniser? Each bullet has been built with the user's DNA. The way the bullets work is also different. Let's say Lida used his bullet and shot it at someone. That person would then feel the full force of his kick at the place that was shot. If someone like Shinso were to shoot it, the person would lose the control of the limb that was shot or would just stop moving if hit in the body. Intelligence quirks would just hurt like normal bullets, same for quirkless. But for quirkless, their bullet acts like a quirk, the more you use it, the stronger it becomes. Sentient quirks like dark shadow are like the quirkless, except it is contributed with the sentient quirk. Let me explain.
B: Like how dark shadow is more powerful in the dark, so are his bullets. Copy quirks, like Monoma (cuz I totally forgot he was in the room) are like a casing. They take someone else's bullet and place it inside their own. The bullets do NOT actually hurt the person. They sort of bounce of the target, so it's a sort of phantom pain. The only way to get rid of the pain is through healing quirks.
