Opinion-
YES. They would often fight over the smallest things BUT it would be a joke whatever they were "fighting" over. I think that if they were to get into an actual fight they would avoid one another for a day or so and get lonely so then Bakugo, being the first to cave, would apologize and adorably ask for cuddles. Shinso would know that Bakugo wasn't really mad at him the whole time they spent apart but wanted him to come and ask for cuddles instead of asking Bakugo for cuddles.
