[haven 9 or city 9 is one of the major city's these city's where made after the war with city 9 being the most populated and they ones who don't have the major drone laws witch made it popular for drones to live in how ever it is also known for the inhuman serial killer group and other killer's who come out at night such as the solo killer pumpkin night (pumpkin night is a grate manga you should check it out but hey that's my opinion)]
