[Before everything has happened in Chapter 12] All Might was in U.A Where he doesn't see his friends at all
Wondering where everyone was. Only the old nurse was there to explain everything. He then went to the surveillance room. As he then looked at the camera's records ,he then saw it. Izuku's 'Power' has pushed the arrow away, as he then rewind the tape more. He saw it all what Izuku was doing. Talking to nobody, he assumed that he was trying to get the arrow. But why though?
All Might then looked at the voice records. As he listened all the current tapes of the situation. He now knows it. Izuku and a villain in particle was trying to get the arrow! As he then watched the last video tape of the outside. Seeing Izuku leaving with the arrow.
He jumped outside and flies in the sky, while looking at the ground. He wonders why Izuku would do this exactly? What is he going to gain? Is Izuku maybe brainwashed? He then stopped the incoming thoughts as he then saw everyone at the park. He first let out a sigh and then said 'Am I clearly seeing a villain is running away from justice?'. He then jumped at the ground.
Seeing Izuku and the man. He assumed that he was the 'boss' he heard Izuku keep talking. While he wonders if he can still help the boy. He was all ready knock a boss with strawberry ice cream haircut, into JUSTICE!

He now changes his point towards the lady As Mountain lady was scared of this She threw the arrow towards Aizawa
As he catch the arrow mid-air with his scarf Diavolo again focused on a different opponent this time Nezu told Aizawa to do a trick
Aizawa just throwed the arrow towards All Might Nezu was disappointed at Aizawa He will not pay Aizawa for this mission
