It's a logia type devil fruit which grants its user control over air.
The user is nearly untouchable due to the nature of logia fruits. He can also turn any part of his body into air, manipulate and control the air around his and even create attacks and dangerous weapons from the air around him.
He can absorb air from a certain place, rendering it airless and creating a vacuum. He can steal the air from within people's bodies as well, leaving their lungs to shrivel up and they die.
Since logia are always more powerful when in their element, this fruit is always at its strongest. This is because unless the user is underwater or confined underground, there is air everywhere, meaning the user is always in their element.
