Also, stating it now, these are all my personal opinions, not an official rule book on how to write your romance story, or novel, or whatever.

A character should only confess their love in the tenth through fifteenth chapters, no more, no less. Because if it is chapter nine or below (depending on how long each chapter is and the amount of events that happen) is just too soon, it makes me want to leave the story and not read it anymore.
When its sixteen or up (again, depending on how many events happen and how long each chapter is)it just leaves me and/or others sitting there basically shouting "JUST FUCKING CONFESS ALREADY" and it just over all annoys me completely.
