The Ice realm was extremely rigid and strict with it's rules. Even more so than now. The punishments for breaking the rules were way to extreme compared to the crimes committed. For example: stealing a non valuable item = lifelong jailtime. The royalty basically wanted to make sure there was no "scum" in their "perfect" realm.
Said system was made a long time ago.
There was an "Icies are the absolute best" complex around that time. Despite them being at about the same level as all other tribes throughout all of gorms history. Before the ice realm evolved to such extremes things were different. The first queen of ice came to power around the same time as other people also unified their tribes. These rulers knew that they were equals and maintained good relations. With new rulers and new mindsets things started to change. The tribes all had different qualities that were the most common among their people Rock: strength and resistance, Air: Speed and flight, Fire: Power and pride, Light: Adaptability and Connection to nature and Ice had intellect and Agility.
Because of their supposed superior intellect, the ice tribe began to see themselves as above the others. Despite there being smart people in other tribes, like the traits aren't exclusive to one tribe only, certain traits are just more common in certain realms. During an annual meeting, the Ice tribes leader suggested that the others surrender their legislative power to them, because they "could need some assistance with the fine details." The fire realm immediately called bullshit. The others called them out in varying levels of angry. The rockies being the nicest saying that "It's kind of you to show concern for the welfare of our realm, and it's coming from a place of care. Legislation is an internal matter that holds a lot of power however, so we cannot give it away." The firies were livid. "We are not going to let foreigners, who know nothing about our internal workings and culture, make our laws. So get off your high horse." It escalated from there and it's where the animosity between fire and ice became very strong.
Their conflict became so bad that a war almost broke out. The light tribe said:

After that the ice realm cut itself off from the rest of Gorm. They basically wanted to show that they had such big brain knowledge and could live without anyone else. They had water and in their mountains were certain ores and minerals. There was no real cattle, only polar bears, but in their culture a polar bear wasn't allowed to be eaten and besides, they had fish. What they didn't have however was suitable land for agriculture and certain, important, ores weren't present in the confines of their realm and they didn't have the means to do things that required heat, like blacksmithing. These things came in through trade, but that had all been cut off.
The people of the realm weren't pleased with this, since their living now turned into surviving. The only things they could eat now were fish and the sparce vegetation present in the realm. Before trade was established that would have been normal day to day life. But now People started to criticize their rulers, some left the realm and others started to turn against each other, trying to get as much of the leftover imported wares as possible.
Instead of actually fixing the problem, the rulers decided to close the borders and punish insubordination aka. People being dissatisfied with a shitty situation. The rules got stricter and stricter over time. Until a new queen got crowned. She noticed that the other realms had gotten more advanced and overtaken them due to their Teamwork. She also noticed that the mood of her kingdom was very gloomy and pressured. To try and fix the situation she made contact with the current ruler of the rock realm, who was happy to help. Trade picked up again. The wind realm joined not shortly after and the light tribe helped getting the Ice realm up to date. There was no attempt made to reconcile with the fire realm and any fire sympathizers were exiled. The only other major change over a long period of time was the opening of the borders and some rules regarding other tribes being rehauled and removed. Except for fire, those got worse. Minorities within the realm had also not gotten any better treatment, they were still oppressed and openly hated by the public.
After some time the relations stabilized. During that time the queen had a son, that son was no other than our boi Trytion.
He never truly understood why everything was so strict and also saw the damage it was doing. He knew that he couldn't just change everything overnight. So he slowly started reducing sentences, changing rules and advocating for more respect for minorities. He even attempted to reconcile with the fire realm and was somewhat successful. The relations were still extremely strained, but hey, they tradin'. He came into the negotiations with an open mind but he just can't get along with Keryon to save his life.
Since he had to take small steps towards change, he didn't get that far until the whole Darkan fiasco happened. Then he had a war to fight. But as we know, a single pebble can cause a rock slide. Over the next years the ice realm had phases were it got better and phases were it got worse again. Until current day. The ice realm now still values tradition and rules a lot, but also is a more accepting place. You can be gay in peace now, finally. Animosity towards the fire realm isn't as wide spread as it once was, it is mostly present in the royal court and higher ranking people.
