Yes, Venus was definitely not a goddess, but she was the worthy daughter of one.
Whatever, she didn't need to be a goddess to have everyone wrapped around her finger; she had control over something that even the gods wished to hide: secrets. Venus only had to utter a phrase for people to loosen their tongues and end up babbling about all the dirty laundry they wished to keep buried in the deepest hole they could dig.
Secrets can be a deadly weapon because everyone keeps and treasures them as their most precious possession. Because secrets have the power to get you into trouble, break relationships, ruin your life... just because you told them to the wrong person.
In the Camp Half-Blood, Venus was the queen of secrets. She knew everything about everyone, or well, everything that was truly worth knowing. She enjoyed feeling like she had control, that she could manipulate people at her whim; she felt, in a way, like a goddess.
But as I mentioned before, Venus wasn't a goddess, she was human; and all humans have weaknesses.
So, in a futile attempt to feel like she still had control over her life, Venus uses her most precious bargaining chip to protect those she loves, even if it brings misery to the rest of the world in the process.
