His design is meant to be a longer green version of Mario with differences, like a different mustache and the shirt and the cap being green, as I said in both the english and Japanese version of my Marie worshipping (not really much of a) shitpost (which is basically episode zero of Brice Talks), green characters are often forgotten or have a big fanbase. Look at that Marie story I made for the list of examples again.
In his earlier appearances and other appearances, he was just a pallet swap of his older and popular brother, Mario (Many people give Luigi the insult nickname of "green Mario" because of this stunt from Nintendo) he also has the colors of Fire Mario in SMB1 and The Lost Levels. But from the start of Super Mario Bros. 2 (The USA version), He finally had his own artwork, sprite that makes him stand out.
