They apologize. They can let things go. They can admit fault and take blame.
There are some things that take time to get over. But what this is talking about is playing childish games to gain attention. Mature, considerate people will forgive and let stuff go, instead of hanging stuff over peoples' heads to gain attention.
When you get into a fight, often the last thing you want to do is admit that you're wrong. But when it's your fault, you need to admit "yes, this was my fault and I apologize". This is the best thing for the circumstances, and it will make things turn out better in the long run.
