To: All Departments, Bureaus, Agencies, and Generals of the Armed Forces of the Philippines
RE: Enforcement of the BR Act of 1947
As the highest executive authority of the Republic of the Philippines, I hereby issue this top-secret memorandum to convey the enforcement of the BR Act of 1947 across the Philippines.
The BR Act of 1947, enacted with the utmost consideration for national security and strategic interests, holds paramount importance in safeguarding our nation from external threats and internal disruptions. Given the current geopolitical landscape and emerging challenges, it is imperative that we intensify our efforts to ensure the effectiveness and comprehensive implementation of this crucial legislation.
1. Enhanced Vigilance: All departments, bureaus, and agencies must heighten their vigilance in monitoring and reporting any activities that may be in violation of the BR Act of 1947. This includes but is not limited to suspicious transactions, intelligence gathering, and potential threats to national security.
2. Report Compliance and Challenges: Regularly submit comprehensive reports on compliance with the BR Act of 1947, detailing successes, challenges, and recommendations for improvement. This will facilitate ongoing evaluation and refinement of our national security strategies.
In furtherance of the national security objectives outlined in the BR Act of 1947, a strategic initiative is underway to assess the success of the act through a trial run of the Department of Defense. This trial run is scheduled to take place on November 15, 2020, on an inhabited island near Palawan, and will involve the active participation of Grade 11 students from Gen. Carlos Mariano High School.
Details of the Program will be set forth by the Department of Defense and it will be broadcasted to the entire nation 4 weeks before the Program.
This memorandum is classified as "Top Secret." It is imperative that the contents be disseminated on a need-to-know basis and that all recipients uphold the highest standards of confidentiality.
