Ser Otto Hightower, the Hand of the King, took his place beside the Iron Throne, standing tall with an air of quiet authority. The chamber was filled now, courtiers and noblemen pressing forward, their hushed whispers dying as Otto raised a hand.

The torches flickered along the high walls, casting long shadows across the stone floor. The weight of history and power loomed over them all.

With measured composure, Otto glanced at King Viserys, who sat upon the Iron Throne, gripping Blackfyre loosely in his hand. The king's face was calm, but Otto, having known him for years, recognized the storm brewing beneath his regal exterior.

Otto cleared his throat before addressing the gathered nobles. His voice was firm but controlled, carrying easily across the vast throne room.

"Lords and ladies of the realm and the continent, gathered noble houses, and esteemed petitioners-before this sacred seat of power, before the Iron Throne forged in dragonfire, you come seeking justice, redress, and the wisdom of His Grace, "King Viserys Targaryen, First of His Name, King of the Andals, the Continent, the Rhoynar, the First Men, Lord of the Elves, Lord of the Seven Kingdoms, and Protector of the Realm."

He paused, allowing the weight of the king's many titles to settle upon the court. Otto knew well the importance of ceremony-power was, in part, the perception of it.

"It is the duty of a king not only to rule but to listen. The Crown does not turn a deaf ear to the struggles of its people, nor does it dismiss the concerns of its vassals. The petitions brought forth today are not merely matters of grievance or dispute but the threads that weave the fabric of our great kingdom. A just ruler must hear them all, from the highest lords to the lowest men. And in His Grace, we have such a ruler."

He inclined his head toward Viserys, his expression one of solemn respect. The king gave a barely perceptible nod, though his grip on Blackfyre tightened.

Otto continued, his voice steady and authoritative.

"Today, the realm looks to its sovereign for guidance and judgment. Some among you seek justice, others favor, and still others retribution. Know this: the Crown does not act on whims, nor does it rule in haste. Law, tradition, and the good of the realm must guide every decree. And so, we shall hear your pleas. The petitions may now be brought before the throne."

Otto stepped aside, motioning to the heralds and court officials to begin calling forth the first petitioner. As the great doors opened once more, allowing the first of many to step forward, Otto cast one last glance at Viserys. The king remained outwardly composed, but the shadow of White Harbor still loomed in his eyes.

And so, the petitions began.
