In this story Bucky was Orthodox Jewish, Ella (Steve) is not, she's Irish Catholic. But in a lot of Orthodox communities married women cover their hair. Out of love and respect for Bucky, Ella covers her hair. It's mentioned heavily in the first chapter but not so much later on. It's still a major part of her character though (appearance whys) so if it bothers you you might as well not read this story.
Also, Bucky would attend Mass and did respect Ella's religion. It's mentioned more in the next book though.
