A month went by since the incident took place in Kouh Town. Raven took the orphaned fangirls of his into his custody, of course he got the permission from his parents. Raven provided new house for them which nearby to his and Akeno's house. He even erected a protection barrier to prevent the same thing happening again.

He has prevent Asia Argento from being a slave to Rias Gremory when she came to Kouh, she enrolled into the Academy as the 2nd year student and join Student Council. Kuroka and Koneko offer condolences to the victims, even Kiba didn't expect the woman he likes so much were the mastermind behind the incident after Kuroka inform him about it.

He now loses his feelings for Rias and converts it into disgust and hatred. Issei currently discuss with his King, Sona Sitri regarding Rias's crimes along with rest of the Council members, Akeno and Kuroka. He originally want Shirone but it will alert Rias so he chose not to involve her for the time being.

Raven: "Rias has gone too far this time!! She is the mastermind behind the incident a month ago! Kuroka's testimony is what we needed since she and Shirone witnessed her committing a crime, furthermore she neglect her duty as Owner of Kouh and prioritized her agenda just to be freed from arranged marriage!! The fact she letting Fallen Rouge resides in this town, proved that she doesn't care about her duties!"

He explained to his King who sighs in frustration. Sona adjusts her glasses and looks at Kuroka.

Sona: "Do you know the reason why Rias do such thing in the first place, Kuroka?"

Kuroka nodded silently before answering her question. Raven folds his arms on his chest. Tsubaki put her hand on his shoulder and gently massage him to soothe his anger.

Kuroka: "She were aggravated and angry at them for meddling in her business and not supporting her for getting Raven-kun in her peerage. So she dispatched 10 stray devils and negotiation with them but ended up killed by her so none of these strays spill the bean that definitely got her into trouble with her brother and the other Maous."

She paused for a brief moment before continuing.

Kuroka: "Right now she formulate a plan to get Raven-kun to join her. Her plans so far ended up failure since neither me, Shirone and now Kiba want to help her in such endeavor. We owe nothing to her since it was Raven-kun who save us from being marked as strays after I kill our former master. The unfortunate part is that our race went extinct because of my actions."

She finished. Raven embrace her in his arms who enjoy the warmth from him.

Raven: "Sona, I suggest you contact Lord Sirzechs and Lord Ajuka. Inform them with the situation that has happened in Kouh. Originally I want you to contact Lady Serafall but after consider it, I chose Lord Ajuka instead. I want you to contact Lady Venelana as well, she's the wisest person I know. Unlike her husband who is power hungry scum for recognition."

He said with seriousness in his voice. Tsubaki and Momo agreed with his statement and interjects into the conversation.

Tsubaki: "I agree with Raven-kun, Sona-kaichou. Lord Sirzechs needs to know about his sister's unforgivable crime that involved countless innocent people and caused our underclassmen to become orphans. She even formulated plans to recruit Raven-kun into her peerage despite knowing he already joining your peerage."

She adjusts her glasses as she said it.

Momo: "Not to mention she neglect her duty as owner of Kouh and letting Rogue Fallen roaming in Kouh. If it wasn't for Raven-kun and Akeno-senpai, Asia definitely would be killed and force to live in the life of servitude. Let's not forget the fact that she's involved with the incident that happened years ago. One of the Himejima clansmen has confessed that Rias is involved by exposing Shuri-san has a child with a Fallen Angel Cadre just so she can add her into her peerage. If it wasn't for Raven-kun saving Shuri-san and Akeno-senpai, she would definitely succeeded and obtain Akeno-senpai into her peerage."

She added. Sona Sitri know they has a point regarding this as Rias indeed has crossed her boundaries and cause problems one after another. Even if she severed her friendship with Rias, she still considered her as bestfriend.

Raven: "I know you feel conflicted but doing the right thing would definitely be necessary. Rias needs to be punished for her countless crimes that she has committed. Just imagine if Lady Amaterasu from Shinto Pantheon found out about this.. she would be angry with us. Therefore we must expose Rias's crimes and have her arrested. I will be new Governor with you as the Co-Governor, having Super Devil and High-Class Devil to protect Kouh Town definitely a music in my ears. I'll be freed from Rias's shenanigans, it's incredibly annoying to deal with."

With those words from him, Sona sighs in defeat and conceded as she has no words to retaliate, knowing none of them want Rias to be here.

Sona: "As much I want Rias to stay... you guys has made your point very clearly. I'll inform Lord Lucifer and Lord Ajuka about this and arrange a meeting with them here today after school."

Raven: "I'm sorry Sona but Rias can't be saved... not after everything she has done. She will never learns if she had others to support her and overlooked her crimes. She has no one else to blame but herself. Her actions comes back to her big time."

He said in low tone as he feel guilty for made his King sad. Sona smiles softly.

Sona: "It's okay Raven-kun. You only do what's right to do. I can't blame you for this, Rias is the one to blame. She do so much bad things and now she's paying the price."

She replied.
