"This is how it happened. This is how the Batman died."

Currently in Oskandor City is seen, night sky and rainy cloud all around and our story begins with the narrative by two of OCPD Commissioners James Gordan and Naomasa Tsukauchi.

"Nine months ago, Joker was cremated. I pressed the button and brunt the evil bastard myself." Gordan spoke.

On the streets cars were seen going by, the people were enjoying themselves as the night went by.

"And then... we waited. Oskandor braced itself for the inevitable power struggle, but it didn't for the inevitable power struggle. The White Fang hasn't been attacking or robbing dust stores, the Leage of Villian's haven't caused much trouble and Fallen Angles have been quiet and off the radar. It was like crime actually fell. Deep down, we knew war was coming... We were just waiting for someone to pull the trigger." Naomasa added.

After the incident turned for the worse, the situation appeared on the news feeds all over the city, but that wasn't even the worst part. Soon, a ringing sound spread across the city which made everyone stop what they were doing.

"This demonstration used just 5 ounces of my latest toxin. Tomorrow, this will seem like child's play." Some said the speakers.

People looked to see where the voice was coming from and to most shocked expressions it was someone who had everyone thought to be dead, someone who Batman and Red Robin had failed to recapture during the siege on Arkham Island and someone who the Dynamic duo had only found rumors of back during the Arkham City incident.

Scarecrow. AKA, Dr. Jonathon Crane. Who was last seen in the clutches of Killer Croc in the sewers of Arkham Asylum before going deep down under.

"Osokandor, this is you only warning." the fear entrepreneur spoke.

After Scarecrow's little warning to terrorize Osokandor and its civilians with lastest toxin, the OCPD made a direct order to send the people off the mainland and to places like Metropolis, Coast City, Jump City, and Mustafu City, and for good reason at that.

"Scarecrow's threat worked. Yesterday, it was more than 6.8 in Osokandor City. Today... Not so many." Gordan said.

Criminals like Two-Face and The Penguin quickly lade good work and made their own complete army against Scarecrow's and the OCPD, but deep down even the Commissioner's knew that it was Osokandor against the whole criminal society

"The only people left on the street are the sort that enjoy chaos." Gordan added.

Penguin let out a laugh "Osokandor's finest." He said while holding his cigar.

"Scum... Criminals... And worse. Not enough good people left to stop them." Naomasa said.

Thugs were seen pushing cars over the other side, crushing chaos all over from fires, to even smashing through windows and killing innocent people who haven't been able to leave the city.

"It took just 24 hours for us to lose control of the city. Tonight, Oskandor's relying on a few people to save us all..." Gordan finished.
