Superpowers are real. At least in this strain of the universe they are. The origin of these supernatural abilities is unknown, but enough time has passed since the first person was born with powers for people to simply accept that some people are gifted. Granted, only about 10% of humanity possess such abilities, in varying levels of strength. An even smaller percentage of people have powers that extend beyond simple little anomalies like shooting a soft stream of water out of a pointer finger or having glow in the dark skin.

Those that possess such stronger powers usually take two different life paths. Most pursue a life of heroism- working alongside non-supernatural law enforcement and militaries to keep civilians safe. They are paid handsomely for committing their lives to the greater good (although it is somewhat expected of them), and often live lives akin to celebrities whenever they don their masks and live out their superhero personas. However, not everyone feels so inclined to use their powers to support the government's wishes. Anyone who has a power that they use for anything other than sanctioned law enforcement work is officially known as a supervillain. There are varying degrees of 'villainy', of course- not everyone uses their powers to be a power hungry, homicidal maniac- but regardless, all voluntary usage of superpowers that is not under strict governmental orders is illegal.

There are some debates concerning the morality of regulating superpower usage, but for the most part there is a global stigma that all superheroes are good and all supervillains are bad.

Unfortunately for a certain non-supernatural civilian named (Y/n) (L/n), she's about to find out that things are not so simple as black and white, and every superhuman has the ability to abuse their powers and privileges to get what they desire.
