It's truly wild to imagine something as chaotic as that, and yet that's the reality they're living in.

This isn't the most ethical field of work and it is far more complex than what I stated. They, in simple terms, help his boss enforce crime all around the country. They recruit just about anyone who wants to swing more towards the side of destruction. Or not. Whatever your reasoning is isn't necessarily his business.
