Although not part of the Celestial palace the Celestial Arch is a Ceremonial arch that is aways behind the Celestial palace. it is half way between the Celestial Palace and the Palace of Representatives. It is meant to act as the Arch that symbolizes the Emperor becoming a Subject and during the Ceremonial opening which begins at the Palace of Nobility which is to the south of the Celestial Palace, the Emperor opens the Nobility Commission and then he travels down the right avenue which leads to the Circle of Patric which is located on one end of the central Avenue which in turn leads to the Celestial Palace The Emperor will then go down the left avenue that runs along the complex and then he will arrive at the Celestial arch where the President of Representatives and the Chancellor of Nobility will Remove the Celestial Crown under the arch signifying the Emperor becoming a Subject the Emperor will then wear a smaller Cornet until arriving at the Palace of Representatives where the Crown is Place on his head again and he opens the Representative council.
