I believe that the kid didn't die, but was in the hospital suffering from a coma. We do know that this is the victim's nightmares, and we know he's in a hospital because sometimes flowers, pills or an IV are next or on your bedside table.
And I think that it isn't Golden Freddy (Fredbear) apologizing. It's his brother. Who was also the one who had the idea of giving the child a 'closer look'. He feels bad for his little brother and wants to let him know that he and his friends are still there.

Think about it.
The brother feels extremely bad, so he gives his little brother a second chance. He kills the children (when he's older) so he can have some friends.
