The first pokemon born, Arceus is considered a god pokemon (people pray for him at Hearthrome city church) and can also use judgement (considered one of the most powerful moves). On the other hand, Mew can change into any pokemon as it carries the DNA of all pokemons but can't change it's type, which is a weakness.
