This was for a contest on PaigeeWorld a few months ago... I didn't get in any place though. Maybe I overdid it...?
I used ibisPaint x for this, drew it on a phone so it looks kinda weird ;w; Though I made the bg in Paint Tool SAI (except for the frills which were made in ibisPaint x).
