She and other mutants where experimented on by people in white and black lab coats. They wanted to know how they could do what they do. So she escaped and caused the nuclear meltdown. She apparently released all the other mutants. And did not know that she was the only mutant that was good. So are new plan is to put all of the others in some kind of jail. We still need to figure out how to make a jail for mutants. This will be difficult.
