A/N: So... some of you may recognize this concept from another story that I wrote, but the focus in that was more on RusEst and a lot of headcanons have changed since then and I'll shut up now. Takes place just after the dissolution of the Soviet Union.

"I'm not that quiet, Alfred." Matthew said irritably, "You're just too loud!"

"Yeah, well people notice me."

"I'd rather not be noticed at all than be like you! People already think that we're the same person and I hate it!"

"Why? People'd think you're a hero."

"Hey, I burned down your capital in 1814!"

"With Iggy's help."

"You tried to invade me and failed."

"Yeah, well..."

Matthew grinned at his brief victory. He would argue with Alfred at pretty much every world meeting, but could never get a word in until now. He was startled out of his thoughts by a tap on his shoulder.

"Matthew...?" A soft voice asked.

Matthew turned around and his face lit up.

"Toris!" He exclaimed, hugging him tightly, "I... how... what...?"

"I'm my own country again, Matthew." Toris said excitedly, almost as though he couldn't believe it himself.

"How?!" Matthew asked, "What did you do?"

"It's a long story. I'll tell you after the meeting, okay?"

"Okay." Matthew nodded, "I was so worried about you. You have no idea..." He leaned down to kissed Toris.

"I think that you're brother is leaving you." Toris pointed out.

"What? Oh, crap. He has no idea where the meeting hall is. AL! WHAT ARE YOU DOING?!" Matthew called, catching Alfred and dragging him back.

"I wanted to leave you and your boyfriend in peace." Alfred teased.

"Idiot."

"So are you sitting with Mattie or your brothers?" Alfred asked.

"Um-"

"He's sitting with Matthew." Eduard cut in from across the hall, walking towards them.

"What about you and Raivis?"

"We're sitting with Tino and some of his friends. For f**k's sake, Toris. This is the happiest I've seen you in sixty two years*. You're not wasting this."

A small smile crossed Toris' face.

"Thank you, Motina**." He teased.

"Shut up." Eduard grinned, walking away.

When Toris turned around, he noticed that Matthew was smiling.

"What?"

"It's nice that you're so close with them."

"Yes, well..." His voice trailed off and he sighed, "We... had to make the best of things."

Matthew nodded, saying nothing. After a moment, Alfred broke the silence.

"We should head inside, guys."

"Right." Matthew said, taking Toris' hand, "Let's."
