As thirteen districts decided to rebel against the shining capitol one man would put it all to an end. with a new punishment system in place president Vez Foster would come up with the most defining event Panem would ever know.
"Good evening my fellow citizens. I'm pleased to announce that the Dark Days are finally over." The president announced in a very calm manner. "This country is now in a peaceful time. However this new found peace requires an equalizer. In order to prove to any remaining rebels that no one can over through the government we have issued a new tradition, The Hunger Games. These games will require from each District one man and one woman between the ages of twelve and eighteen to compete against each other in a battle to the death until a a single contestant, or tribute is left standing. The tributes will be selected next month in the center of each District. This ceremony will be known a the reaping. We will determine who the tributes will be in a grand drawing where the names of every child will be put on a piece of paper once for each year you are eligible to compete. For example a sixteen year old will have their name in the drawing five times. This will be a most peaceful time, I can already tell. Until next time, and may i be the first to say. Happy Hunger Games, and may the odds be ever in your favor."
And with that the Capitol seal appeared on every television in the country as every citizen between twelve and eighteen began to panic. The Hunger Games have begun.
