Plutarch smiled. Yes, this would be a memorable Hunger Games indeed. With the position of Head Gamemaker for the last time, Plutarch would create an arena to make the citizens of Panem remember that even though the rebels had won, there will still be a Hunger Games.
Momentarily forgetting that he was from the Capitol, Plutarch Heavensbee snorted, which turned into a chuckle, then a full- blown laugh. Yes, the children from the Capitol would get a taste of their own medicine.
