Well there are a few reason this should never ever happen:
1. Everyone would have the best stuff
2. No nice mobs will spawn in diamond biomes
3. Too much light blue ( unless your light blue crazy)
4. Nobody would have that 1 proud moment when they mine their first diamond :(
5. How would you get wood if you spawned in a diamond biome?
