The first step to the perfect trailer is knowing quite a bit about the story your making it about.
You want to make a trailer that really reflects the story, and puts it in a positive light while really brining the story to life. To do this properly, you have to know the story, what it's about, and how you want the trailer to make it look. There's no point having a very dark depressing trailer for an upbeat humour/ romance story, just as you wouldn't want a happy, colourful trailer for a story about death. Make sure the trailer reflects the story in a good way, whilst suiting the actual story.
Always remember - what suits one story won't always work on another one.
