If Bullying lasts longer than 4-5 years , it may compell the victim to lose life.
THE victim themselves may become a bully if they have less experience of it but this has less chances.
If a victim has more painful experience they may be the one who will help the victim directly/indirectly. They wont tease or harm the victim because the x-victim knows what BULLYING fees like.
